Now that we have Colony V for Fed, you can now requisition the Lukari Dranuur Scout Ship at the Ships Requisition officer on ESD. It is arguably the second best science ship in the game (after the Verne).
It requires 5 Fleet Ship Modules, normally bought with zen. But you can get them for free if you have T6 Reputation for 5 factions, just select the associated special project. There are probably other ways of getting free Fleet Ship Modules during events and such. Enjoy!
