I had accidentally installed on my hybrid storage drive so I just clicked on it in steam setting and moved it to my SSD for online games. Stuttering is gone, lips are in sync. Had to play it that way the first day though, wanted to get into it! 
After reading a few posts on Steam discussion I think I’ll wait a few months. Sounds like a lot of people are refunding the game. Probably wait for the issues to get fixed and a sale

I think there is a lot of instructions missing, once I figured it out by researching it got way better. Also, do the main story first, its basically a giant tutorial for the open world. I really should type up a little guide to make it easier for other OTGers.
