Found this today. Seems to have a coundown in front of the video so you can just scroll out until it starts. Some interesting information throughout, but there is more near the end and at about 28:13 there is discussion about Soulbind Talents and such.
Some discussion about legendaries and how you can obtain them as well as upgrade them. I found it interesting and will be interested to see how they actually work when this xpac goes live.
