Hmmm… shades of the Azerite Powers from BfA if I recall correctly. Remember that Heart of Azerite necklace we all got, which provided us the chance to gain Azerite Traits?
Personally, I think the idea might work much better in the way Bliz is looking to develop the Hero Talents, rather than a pc of gear like the Heart of Azerite necklace was.
