Thanks for posting this … does the graffiti lead to anything? … like a full set of 450 gear? 
I cant say it leads to anything, but some of the codes out there seem like hints to me. Maybe if they are hints, or treasure maps, they could lead to some great gear if you can figure them out.

According to youtube videos. The hints lead to Hunter locations that hold Ivory keys. Once killed you will get a mask and possibly a key to open a weapons chest in the white house. You need 8 Ivory keys though. And they are not easy to kill until late game.
